From what I understand, MAME4All runs at full speed compared to AdvMAME. To get MAME4All to run properly, you need the 37b5 set of ROMs. They are a bit harder to find but they are out there.

Samples not working
I figured out my issue. Samples do not go in the ROM folder. They go in the same directory as the ROM Folder. I suppose if I had looked, I would have seen the Samples folder that already existed there.
