What am I doing wrong here?
So I finally got startx to load the GUI of X. Wifi works halfway in GUI. And was able to copy roms over to the sd from USB. Still can't get Rom Scraper to work, or GBA bios to register.

compatibility with new Rpi B+?
Awesome, thanks greatly for the super quick responses! I am considering a B+ for a gaming/emu box, so PiPlay seems ideal!
