Pisnes X-arcade 2nd player doesnt work

I've manually added the second player controls to snes9x.cfg for the second player on my xarcade tankstick but they arent working. I also added them to fceux so the codes for each key should be correct but I dont get any response from them in the emulator. Any ideas?
